Effective June 25th 2011 the Social Security is Changing the Way Social Security Numbers are Issued!! Its no secret that the first three digits of the Social Security Number (SSN) had a geographical significance to the state where the original application was received and processed for Social Security Number. Since the inception of SSNs in 1936, as mentioned above; the first three digits were determined by the state of the mailing address shown on the application for an SSN.. This long standing issuing and processing procedure is slated to change June 2011.
Legal CPN has long argued and lobbied for changed to the SSN system due to the fact we have seen for years the availability of un-used CPN/ EIN/ ITIN and available SSN numbers were in fact running out. We have seen most EIN/ ITIN numbers ARE IN FACT recycled SSN for both living and dead persons. Most persons are unaware of the fact of having a pure numbering system which includes CPN/ EIN/ ITIN/ SSN and other 9 digit numbering systems; until they are denied credit by 1 of the 4 credit bureaus; for items they would other wise qualify and be approved! The reason for your denial is solely based on the information stored, analysis and interpreted by the credit agencies!! Can the credit agencies computers be tricked? YES! Can the credit agencies receive and report false, out-dated or misleading information? YES! Should the credit agencies be given such power over commerce or personal freedom and liberty considering so many errors can be found through out their system in the majority of consumer credit files? NO!

In an effort to increase the number of SSNs available for use by the Social Security Administration (SSA) and in order to help reduce identity theft, SSA plans to change the methodology by which SSNs are issued. In June 2011, SSA will begin to issue SSNs randomly, regardless of the address on the application. As a result, SSA will have the ability to continue to issue SSNs in all areas of the country for many more years without having to make additional changes.
Although this single step will allow the SSA to issue numbers to persons in areas of the country where there number system are near exhaustion and allow them to issue numbers perviously rarely used; this will not help the larger system of lack of available EIN/ CPN/ Business/ and ITIN number; For Credit!! As perviously stated by Matt Cohen Senior Account Manager Legal CPN; "The problem isn't the IRS, SSA, or store vendors fault; yes you guessed it, It's the credit agencies fault." As a result, the credit agencies will continue to cause many persons being denied credit!

The SSA has released a memo to businesses and individuals; "Your computer systems or information technology staff may need to revise their programs to account for these changes."
What will change?
• Anticipated implementation date of SSN Randomization is June 2011.
• SSA will no longer issue SSNs based on geography.
• SSA will issue SSNs with the number “8” in position 1.
• SSA will issue SSNs with the number “7” in position 1 to the general population. These are currently reserved for people in the Railroad Retirement system and people applying for SSNs from outside the country.
• Effective June 2011, SSA will no longer update the High Group List, which reflects the highest group number (positions 4-5) of SSNs issued within each geographical area number (positions 1-3). SSA offers verification services (see below) that are more accurate than using the High Group List.
What will not change?
• SSA will not issue SSNs beginning with the number “9”.
• SSA will not issue SSNs beginning with the number “666” in positions 1 – 3.
• SSA will not issue SSNs beginning with the number “000” in positions 1 – 3.
• SSA will not issue SSNs with the number “00” in positions 4 – 5.
• SSA will not issue SSNs with the number “0000” in positions 6 – 9.
